You are kidding me, what you are looking for is quiet impossible. Good quality has all over the world a price, also in China.

You can find this kind of scooter what you are looking for but never for $ 300. A EEC certificate is not for free. A simple EEC cost a lot money and given only by several companies which are authorize to made the test. The price of this test can be up to Euro 12000, its cheap and you want buy for 300 USD only?
